You have to pay for printing resumes, jeepney fare to interviews, and worst of all—the government requirements. NBI Clearance. Police Clearance. Barangay Clearance. Medical Certificate.
It adds up fast. For a fresh graduate with no income, spending ₱2,000+ just to complete your requirements is a heavy burden.
But did you know you can get most of these for FREE?
It is called Republic Act 11261, or the First Time Jobseekers Assistance Act. If you are a fresh graduate (or an out-of-school youth looking for a job for the first time), the government must waive the fees for your documents.
Here is your step-by-step guide to saving your money in 2026.
What is Free Under RA 11261?
If you have the "Magic Paper" (Barangay Certification), you do not have to pay for:
NBI Clearance (Save ~₱130)
Police Clearance (Save ~₱150)
Barangay Clearance (Save ~₱50-₱100)
Medical Certificate (Only from Government Hospitals)
Birth Certificate (PSA - Note: Subject to specific PSA availability/quotas)
TIN ID Card (First issuance)
Step 1: Get the "Magic Paper" (Barangay Certification)
You cannot just walk into the NBI office and say "I am a student." You need proof.
Go to your Barangay Hall. This must be the barangay where you currently live.
Ask for a "First Time Job Seeker Certification" (Brgy. Certification).
Sign the "Oath of Undertaking." This is a legal promise that you are truly looking for a job for the first time.
Receive your Certification. This is free. The Barangay cannot charge you for this.
Important: This certification is valid for 1 year from the date of issuance. You can use it to apply for multiple IDs, but you only get the fee waiver once per agency.
Step 2: How to Use It (NBI, Police, & Others)
For NBI Clearance: When you register online at the NBI website, there is a specific box for "First Time Job Seeker." Check it. When you go to the NBI center for your appointment, present your Barangay Certification and Oath of Undertaking. Do not pay at the counter.
For Police Clearance: Visit your local police station's clearance section. Present the original copy and a photocopy of your Barangay Certificate.
For SSS, PhilHealth, and Pag-IBIG: While these memberships are technically "free" to register for, having your Barangay Certification speeds up the process as valid proof of status.
SSS: Register online via the SSS Portal to get your SS Number.
PhilHealth: Fill out the PMRF (PhilHealth Member Registration Form) and submit it as a "First Time Job Seeker."
Pag-IBIG: Register via the Virtual Pag-IBIG system.

Warning: Don't Abuse It
This law is for First Time job seekers only. If you have worked before, or if you fake your documents, you can be punished under the law. Also, you can only use this privilege once per document type. If you lose your free NBI clearance, you have to pay for the next one.
